ABOUT US

本會成立於90年間,自創會以來,即以培育優秀電力人才為首要目標,並創立技術人才的技術安全與環境,共創祥和、幸福安康的職場領域。
近20年來的努力,已培育出兩、三千位優秀的電力尖兵,
舉凡配電線路裝修、配電電纜裝修、用電設備檢驗、活線作業專業訓練、高空工作車操作人員之專業訓練、高空工作車機具檢驗、安全護具耐電壓測試等,
建立了一座安全、舒適、幸福的磐石,鞏固了職場穩定與創新的環境。

ESA was established in 2001. Since its founding, the Association has been committed to its core mission of developing highly qualified electrical power technicians, while continuously promoting comprehensive technical safety standards and a secure operational environment. Through these efforts, ESA strives to foster a safe, stable, and sustainable workplace for the electrical power industry.
Over more than two decades of dedicated development, ESA has successfully trained nearly 3,000 electrical power technicians. Our professional services and training programs cover a wide range of technical fields, including: 

  • Power Distribution Wires Installation and Repair 
  • Cable Installation and Repair
  • Inspecting Power Consuming Equipment
  • Hot line Operation specialized training
  • Aerial Work Vehicle Operator specialized training
  • Inspection of Mobile Elevating Work Platforms(MEWPs) Equipment
  • Dielectric Withstand Voltage Test of Safety Protective Equipment

Through a rigorous and systematic training and inspection framework, ESA has built a solid foundation for safety, comfort, blessing, and innovation within the electrical power sector, contributing to the overall stability and advancement of the working environment.


 
配電線路與高空作業團隊進行用電設備與絕緣護工具安全訓練,專業檢測服務通過TAF2951國家認證。
一、 本會成立的動機: (一)首先本協會願在此特別聲名,本會是本著非以營利為目的而成立的社團法人,協會不僅是目前如此,相信以後亦是如此。
(二)過去數十年來舉凡各種配電線路所有供電戶所發生各項災害如感電或墜落等,其發生頻率所佔災害比率非常之高,如勞委會所頒佈數字為百分之四十六,因此勞委會今年定為職災防護教育年。尋求各單位團體積極教育訓練並積極各項工作安全講習,以提升工安品質。
(三)配合政府專業技術證照的推廣,並教育講習各項技術訓練,協尋專業單位提升勞工作業環境之安全,降低職業災害,並得以保障大眾個人生命財產為目的。
(四)舉凡各職種各職類皆有訓練機構,或各職業學校皆有訓練課程,唯獨本配電線路裝修等職類尚未有此單位,因此本會本著奉獻服務的精神,特申辦此職業訓練中心。
(五)近年來經濟不景氣,百業蕭條全體國民的失業率直線攀升,做為一個中華民國國民,身為中小企業主,難道不該做點事嗎?這是我個人使命感的原動力。

二、 本會的未來: (一)隨著時代的演變各項供電品質的提升,技術人員的培訓非常重要,因此本會前正積極與全國各職校或職業訓練中心或技術學院洽辦技術交流或辦理建教合作關係,為配合國家經濟發展需要,培養青年專業技能,以達到國民充分就業之目標,在配電線路裝修由根做,以提升產業技術的競爭力。
(二)本會自從開始網站服務後,目前正與原住民委員會及災區重建委員會及許多縣市政府正積極洽商辦理養成訓練,由上述各單位負責招收學員,本職業訓練中心負責養成課程,在養成訓練後本會並負責輔導就業,並追蹤考核各養成學員就業狀況,這是一種負責服務的精神,也是本會成立的宗旨之一。
(三)配合政府專業技術證照的推廣,並教育講習各項技術訓練,並配合相關單位執行之在職進修訓練,以達降低從業人員工作危險,以協助事業單位降低職業災害並以保障大眾個人生命財產為目的。

Our Motivation and Mission

  1. ESA is a legally established non-profit organization. This is not only our current status but also a commitment that will remain unchanged in the future.
  2. Electrical distribution line construction has long been recognized as a high-risk work environment, with occupational hazards such as electric shocks and falls occurring at a relatively high rate. In response, the Association actively aligns with government occupational safety policies and promotes systematic professional training and safety education to enhance overall industry safety standards.
  3. In support of the government’s promotion of professional technical certification systems, the Association plans and delivers a wide range of technical training and certification preparation programs. Through professional, practice-oriented training, the Association aims to improve workplace safety, reduce occupational accidents, and safeguard the lives and property of the public.
  4. For specialized trades such as Power Distribution Wires Installation and Repair, there has historically been a lack of dedicated training and talent development institutions in Taiwan. Guided by a strong commitment to public service and professional contribution, ESA established an electrical technical vocational training center to bridge this industry gap.
  5. In the face of economic challenges and changing employment conditions, the Association seeks to fulfill its social responsibility and contribute to sustainable development for both the industry and society.

Our Future Development

  1. In response to the rapid development of the electrical  power industry and the continuous improvement of power supply quality, the training of specialized technicians has become increasingly critical. Moving forward, the Association will proactively spearhead technical exchanges and industry-academia collaborations with vocational schools, technical institutes, and training centers nationwide. Through the cultivation of young professionals’ technical skills, the Association aims to enhance the overall technical standards and competitiveness of power distribution line engineering, while supporting national economic development and employment needs.

  2. Since the launch of our website-based services, ESA has continued to strengthen cooperation with relevant central and local government agencies, such as the Council of Indigenous Peoples and various Disaster Reconstruction Committees. To align with the national professional technical certification systems and on-the-job training policies, ESA will continue to provide technical training, certification coaching, and continuing education programs. These efforts assist enterprises in strengthening workforce competencies, reducing operational risks and occupational accident rates, and ultimately safeguarding public life and property.



◎ 師資來源與甄審 為求一流的師資,認真、負責的教師,本會持由理監事中成立一甄審小組,成員有5人,由理事長當召集人,不定期接受推薦及甄試其推薦條件、規定如下:
學科方面 (1) 具有專科以上相關科系畢業者
(2) 工作經驗5年以上者
(3) 具有專業技術士乙級以上証明者
(4) 具有服務精神者

術科方面 (1) 具有相關職類技術士乙級以上資格者
(2) 具有相關職類工作經驗5年以上者
(3) 具有認真、負責、服務教學精神

◎ 使命願景、核心價值 使命:本訓練中心秉持「奉獻服務、厚植專業」之精神,致力於電力技術領域之教育訓練。透過專業課程與技術講習,降低職業災害風險、提升產業人員安全意識與實務能力,並推動國家證照制度,以建立以實作為本、技能為核心的專業職場環境。

​​​​​​◎ 職訓中心任務
1.提供機關團體及社會大眾電力等相關行業安全知識及諮詢。
2.針對職員從業,作業方面如:配電線路裝修、配電電纜裝修、用電設備檢驗等與電力技術相關之講習訓練。
3.活線作業、高架昇空操作(高空工作車操作)、各種高低壓開關控制等特殊行業服務教育。
4.培養專業技術人才,並不假借相關行業或接受委託從事其他相關推銷買賣行為。
5.其它與章程所訂宗旨及任務之相關事項

◎ 協會的發展1.民國92年度開始進行在職勞工進修訓練,每年2班,共計有960名餘人士參加。同年開設配電線路裝修養成班,每班招生50人,共計有850名餘人士參訓。
2.民國96年度開始新增配電工程特種機具養成教育訓練,每班招40人,共計有530名餘人士參訓。
3.民國98年度開始新增配電電纜在職教育訓練,每班招生40人,共計有330名餘人士參訓。
4.民國100年度與嘉義縣政府合作舉辦失業勞工技職訓練,共32人。
5.民國103年度與台南職訓中心合作,舉辦中高齡技能職業訓練,共計有60名餘人士參訓,成果豐碩並榮獲表彰。
6.民國106年度與110年度,本中心在人才發展品質管理系統(簡稱TTQS)評鑑合格。
7.民國110年度6月起新增專營高空工作車作人員在職特殊教育訓練,目前已辦理7場次之種子教師訓練,共計140名餘人士參加。
8.民國111年度,參與高空工作車操作人員訓練合格者,共計1099名。
9.民國112年度,本中心在人才發展品質管理系統(簡稱TTQS)評鑑合格。
10.民國112年度,參與高空工作車操作人員訓練合格者,共計1181名。
11.民國113年度,參與高空工作車操作人員訓練合格者,共計896名。
12.本中心目前持續辦理配電線路裝修與配電電纜裝修與用電設備檢驗等在職進修訓練。

◎ 訓練政策 為防止職業災害,降低工安事故,提昇從業人員專業技能及智能,並建立良好的工安品質,免於工作中受到傷害,建立零災害優良傳統觀念,特辦理配電職類在職勞工進修訓練及養成訓練。

◎ Faculty Sources and Selection
Since the launch of our website-based services, ESA has continued to strengthen cooperation with relevant central and local government agencies, such as the Council of Indigenous Peoples and various Disaster Reconstruction Committees. Partner organizations assist with trainee recruitment, while the Association is responsible for planning and delivering professional training programs. Upon completion of training, the Association further provides employment guidance and follow-up evaluation, implementing a comprehensive and responsible service model that reflects the Association’s commitment to sustainable development.
  Theoretical Curriculum  
  • A degree or higher in a relevant field from an accredited college or university.
  • A minimum of 5 years of industry-related work experience.
  • Possession of a Class B Technician Certificate or higher.
  • A strong commitment to public service.
  Practical Training  
  • Possession of a Class B or higher national technical certification or equivalent professional qualification.
  • A minimum of 5 years of industry-related work experience in the relevant sector.
  • A strong commitment to public service and a passion for professional education.

Tasks of Training Center

  1. To provide specialized safety knowledge and technical consulting services of the electrical industry–related industry to government agencies, organizations, and the general public.

  2. To deliver professional training programs and technical seminars, including power distribution wires installation, power distribution cable installation, and electrical equipment inspection.

  3. To conduct specialized education and training, such as hot line work, Aerial Work Vehicle training, and high and low voltage switch control and operation.

  4. To  focus on cultivating professional technical talent, without engaging in, endorsing, or accepting commissions for commercial promotion or sales activities related to the electrical industry.

  5. To undertake  other relevant matters and initiatives consistent with the objectives and responsibilities defined in the Association’s charter.

Association Development
  • 2003: Commenced in-service training for workers with 2 classes per year, with a total of over 960 participants. In the same year, the Association set up the Power Distribution Wires Installation and Repair Class, enrolling 50 trainees per class, with a total of over 850 participants.
  • 2007: Expanded training offerings to include specialized equipment training for power distribution engineering, enrolling 40 trainees per class, with over 530 participants completing the program.
  • 2009: Introduced in-service training programs for Cable Installation and Repair, enrolling 40 trainees per class, with over 330 participants in total.
  • 2011: Cooperated with the Chiayi County Government to hold vocational technical training for unemployed workers, benefiting 32 participants.
  • 2014: Collaborated with the Tainan Vocational Training Center to  hold vocational skill training for middle-aged and senior workers, with over 60 participants. The program achieved significant results and received official commendations.
  • 2017&2021: Successfully passed the Talent Quality-Management System (TTQS) evaluation.
  • 2021: Starting in June 2021, specialized in-service training for Aerial Work Vehicle training was added. To date, 7 sessions of seed teacher training have been held, with a total of over 140 participants.
  • 2022: A total of 1,099 participants successfully qualified through the Aerial Work Vehicle Operator training.
  • 2023: Successfully passed the Talent Quality-Management System (TTQS) evaluation.
  • 2023: A total of 1,181 participants successfully qualified through the Aerial Work Vehicle Operator training.
  • 2024: A total of 896 participants successfully qualified through the Aerial Work Vehicle Operator training.
  • Present: ESA continues to deliver in-service training programs for Power Distribution Wires Installation and Repair, Cable Installation and Repair, and electrical equipment inspection.

◎ Training Policy

To prevent occupational hazards and reduce workplace safety accidents, the Association is dedicated to enhancing the professional skills and safety awareness of industry practitioners. To establish zero accident vision, we conduct both in-service training and foundational training programs for professionals in the power distribution trades.
◎ Our Commitment

In alignment with the principles of the Talent Quality-Management System (TTQS),  the Association is committed to providing training programs that meet market demands. All courses are designed based on competency analysis, supported by high-quality faculty and standardized facilities to ensure consistency between documentation and practice, as well as continuous quality improvement. The Association makes the following commitments:
  1. Full Disclosure of annual training plans and all relevant course information.
  2. Clear explanation and implementation of course completion requirements and subsidy eligibility.
